These audios are being released because the government misrepresented, by cookie-cutting phrases, and presenting out of context statements in their documentation. The documents are “Governments Sentencing Memorandum” (docket 2519) and “Review of OMD Advisory Board Meeting Recordings” (docket 2519-1), which are for the sentencing hearing on Ryan Payne, who plead in the Malheur Refuge case. It must be understood that what OMD AB was doing was gathering information to present an accurate account of circumstances surrounding an event of possible interest to the patriot community. We have all seen people asking for help from patriots. Some have merit, some don’t. However, most often, you have only the explanation given by the person asking for help. As we progress through these audios, you will see that people have requested help, but an investigation resulted in finding misrepresentation of certain facts.

As with any brainstorming session, all possibilities, even to the extreme, should be considered, as they aid the thought process in finding the most viable solution. Often the discussion tend toward the hypothetical, as an exercise in the evaluation process.

Audio #10 – pages 65-77 of the 91 pages.

Payne wants to expand the approved mission of OMD. He discusses the hooting in San Bernardino as justification. He suggests that we are in a state of War in a state of nature. He suggests that OMD is an organization to initiate action rather than a communication organization. – that OMD should be morphed into an organization that takes the lead in initiating action – if a threat is perceived.

Payne then suggests that the Hammond issue is a greater cause. He mentions the previous prosperity of Harney County. He point out the gross reduction of ranching and absolute loss of the timber industry. He then addresses the influx of the entitlement population and the animosity between the traditional population and the dependent population, and the effect on the political process. He points out that the ex-ranchers and ex-loggers having now taken jobs working for the government, to survive.

Hunt rebuts, pointing out the number of other problem in the country. Hundreds of people would love to have the attention – while Payne is concentrating, perhaps obsessed – with the Hammond matter. Hunt points out that in the nineties, patriots went to help people that didn’t want their help. It had a detrimental effect on the patriot community. That dealing with h Hammonds is not going to hang anything but the single incident. The government would continue to push people off of their land. That the picture is far greater than a single incident.

Payne suggests, rightfully, that if the Hammonds wanted help, that the community could be brought together. He suggests that he had already begun to bring the community together. Hunt agrees that if the Hammonds want to support the effort, that he would have Hunt’s support.

Payne acknowledges that he is NOT acting in the capacity of OMD, rather on his own — in the Hammond matter. Payne then asks Dickenson (informant) to muster his resources to support efforts along the line of Payne’s ideals. Payne also suggests that if the Hammonds see the support of the community, that they would join in (eventually proven to be incorrect).

Dickenson asks what Payne needs from him. Payne replies that he wants unity and wants Dickenson to muster his resources to support to the cause of the Hammonds. Dickenson wants specifics of the Hammond matter. Payne replies that he has other than OMD resources to support the Hammond matter.

Hunt points out that all of the information (documents) is given out in Ammon Bundy’s words, though Hunt had not been provided the original the original information (paperwork). Payne says that there is a reason Hunt am not being given the original information, Payne won’t explain why that information is not being given to Hunt.

Miscellaneous discussion

Note: Dickenson’s appearance of support (kissing up to Payne) might indicate that he and Payne talked outside of meetings and Payne may have divulged the plan of the Refuge takeover, which would have been passed on to the government, explaining why the Refuge was unoccupied and the keys left on a desk — to allow the takeover to be unopposed, for political purposes and to entrap and punish participants.
