Report Number : 92-180753An anonymous citizen reported hearing a woman scream for help at 354 Tucker Street in Safety Harbor. The citizen returned home and found PCSO.
I initially spoke with Finch inside the home but I asked him to step outside to speak with me for officer safety reasons. He said he and his girlfriend were arguing and they threw some things at each other. He said his girlfriend was still inside the house.
Wise was in the bathroom inside the house. She was crying and initially had difficulty speaking. She said she and Finch started arguing about an over due bill that she decided to pay without consulting with him. After a few minutes of arguing Finch became very agitated and threw a fudgsicle at her. He also picked up a potpourri holder, a small coin bank, and some other objects and threw them at her. He struck her in the left forearm with the coin bank. She grabbed a pair of scissors and started breaking some of his compact disc’s. He walked over to her and kicked her in the right thigh. Finch was holding their baby, therefore, Wise made no attempt to stab him with the scissors. Finch walked to the hallway by the front door and Wise followed him. Wise told him to give her the baby and get out of the house. Finch refused to leave the house and took the scissors from her . Wise estimated that she was hit and kicked by Finch approximately four times. Finally Finch gave the baby to Wise and she took the baby in to the bathroom. P050 arrived shortly thereafter . Wise and Finch have been living at this house for approximately seven months. Wise said she was approximately five months pregnant. Wise said she and Finch had been arguing regular for the past few days and PCSO was called out on one occasion several months prior to this incident .
I noticed a small wound on Wise’s left forearm. She said it had occurred at some point when he was throwing things at her . I gave Wise a Victim’s Rights Booklet with this case number and a Domestic Violence Pamphlet. I told her there was a shelter available where she and her baby could stay if she wished. She said she did not need a shelter . I had Crime Scene Technician Barker respond and photograph her in juries .
I conducted a second interview with Finch outside the home . I read him his rights from my SAO Miranda card. He said he understood his rights and he would speak with me. He said he arrived home from work and Wise started yelling at him. Finally he was unable to take being yelled at and he threw his fudgsicle at her. He picked up the potpourri pot and threw it at her . She grabbed a pair of scissors and started breaking his compact discs . He walked over to her in an at tempt to get her to stop . She raised the scissors and threatened to stab him. He grabbed her hand and kicked her feet out from under her

causing her to fall on the floor. The scissors were knocked out of her hand. The two of them reached for the scissors and Finch managed to grab them, all the while holding their baby. Finch put the baby down and Wise started punching him in the chest and abdomen area. Finally Wise picked up their baby and walked into the bathroom. Finch started cleaning the house when PCSO arrived . Finch said he would never hurt Wise and the only reason he kicked her was to get the scissors out of her hand. Finch said he knew Wise was five months pregnant and they were also arguing because Wise wanted to abort the fetus and Finch did not. Finch said he attempted to grab the car keys so he could leave, however, she would not let him. I asked him if it would have been possible for him to simply walk out of the door and leave before the argument became physical, however , he chose to remain in the home and attempt to prevent her from breaking his belongings. I placed Finch under arrest and transported him to PCJ. While at PCJ I telephoned the Domestic Violence Intervention Program and set a SAO invest for 10—21—92 at 1545 hours. I telephoned Wise and informed her of the SAO invest . I also told her Finch would have an advisory hearing on the following day and she could make a statement if she wished .Disposition: Case closed with arrest.

While conducting an area check, I observed an occupied vehicle in the parking lot of the Boot Ranch shopping center. When the driver of the vehicle spotted my vehicle as we approached, he fled out onto the roadway and proceeded south on CR 611. I effected a traffic stop at CR 611 and Curlew Road.
When I requested a D/L from the driver, he advised he did not have a D/L because it was suspended. A computer check revealed that Matthew Finch did, in fact, have a suspended D/L.
