Be sure to read the Preface as it provides an explanation as to why the Plan was written. Understand that, though detailed, there is no plan that works to perfection. It is only a guide and would require field adjustment to meet the exigent circumstances.
The Plan comes in two versions. The first has links to Internet articles that are asides (useful information relating to specific provisions of the Plan and historical background supportive of the hypothetical course of action).
