These audios are being released because the government misrepresented, by cookie-cutting phrases, and presenting out of context statements in their documentation. The documents are “Governments Sentencing Memorandum” (docket 2519) and “Review of OMD Advisory Board Meeting Recordings” (docket 2519-1), which are for the sentencing hearing on Ryan Payne, who plead in the Malheur Refuge case.

It must be understood that what OMD AB was doing was gathering information to present an accurate account of circumstances surrounding an event of possible interest to the patriot community.  We have all seen people asking for help from patriots. Some have merit, some don’t. However, most often, you have only the explanation given by the person asking for help. As we progress through these audios, you will see that people have requested help, but an investigation resulted in finding misrepresentation of certain facts.

As with any brainstorming session, all possibilities, even to the extreme, should be considered, as they aid the thought process in finding the most viable solution. Often the discussion tend toward the hypothetical, as an exercise in the evaluation process.

November 8, 2015 –

Melissa Diegel was discussed first. Nothing yet confirmed, except that her children were taken by the Hospital and turned them over to CPS (Children’s Protective Services).

The Fourth Door for the Hammond, being the possibilities of defending the Bundys rather than the Hammonds. The proposal came from Ammon Bundy, but he has not given any suggesting as to how it would work. Awaiting his proposal.

Back to Diegel, Children were supported by the mother using Child Support Payments. No government funds used. Even canceled food stamps when the children were taken. Continued discussion about children being taken by parents, from what we know, there is no justification in this case.

Discussion of background checks. Hunt has doubts about the thoroughness of the “volunteer” check that we are using. It was decided to go ahead with the limited background check that had been suggested.

Dennis (informant) wants to make a Power Point on any project that we approve. It was agreed to use Power Points.

Discussion of the Webpage. Page is ready to go online when the Press Release goes out. Discussion of what articles would be listed under the “Articles” button on the webpage. Design of Webpage approved.

November 5, 2015 – First Session (5a)

Approving Tier 2 member, in preparation for the “grand opening”, going public, with OMD. Spiro approved

Determining coalitions instead of command structures is the proper approach. (This approach will be discussed in a later meeting.)

Arizona Border Recon (ABR) to be sanctioned. Discuss getting tents donated to have them available, should the need arise. Sanction approved. ABR is sanctioned.

Awaiting Ryan’s report of meeting with Dwight Hammond.

Discussion about a Grand Jury. This is not the ones that you are familiar with. This Grand Jury come out only with a probable cause Indictment, and is a function of Committees of Safety (http://www.committee.org/LibertyTree/index.php?t=thread&frm_id=35&rid=2&S=efc0f24803c08e906e68ca1f44a0e684 ).

Ammon’s suggestion that we obtain the Hammond’s allotments, start fires, and see what the government does.

Tim gave a report on some of the operations on the border.

Discussion of homeless veterans on ABR and Hammond operations.

The Discussion moves to Islam, and potential to get state governor to file against Islamic teachings  from the Koran.

November 5, 2015 – Second Session (5b) (Continuation of previously continued meeting)

Discussion on the Hammond matter. Ryan and Ammon Bundy met with the Hammonds. Hammonds confirmed that the government wants to take the Hammond’s ranch. Hammonds indicated that they didn’t want support from anybody, Dwight Hammond was not present. Steve Hammond is willing to go to prison.

In a previous between Ryan with Dwight Hammond, he, like Steve is willing to go to prison.
Letter from the Bundys suggest that we have an obligation to defend the Hammonds, whether they want help, or not.

Then discussion about a meeting with the Sheriff (Ward). Ward wanted to hear about what happened at Bundy Ranch. Ward stated that he would not allow the federal government to take weapons, though he would not allow violence, of any sort, in his county.

Ammon’s scenario was presented to Ward. Ward would not comment on the subject.

Lengthy discussion of whether OMD can take an action without the consent of the Hammonds. Discussion ensues over the right of choice of the Hammonds to want our help, or not. (This demonstrates the purpose of OMD with a larger board.)

Ryan Paine gives feedback on those who have been waiting to have such an entity to review possible situations that warrant attention.

Jon Ritzheimer to fill the missing seat (#5 was recommended via email during the preceding week.). Dennis (informant) agrees. Discussion of Ritzheimer continues. A discussion regarding the background check we are using comes into the discussion. A vote was taken, unanimous, that Jon Ritzheimer fills the fifth seat, his duties to be Planning.

While waiting for Jon to call in, Ryan and Dennis discussed military planning.

Jon called in. He affirmed that he understood the purpose of OMD. Dennis makes a point of wanting to get to know Jon better in private discussions. Discussion continues with clarification and other matters with Jon.

Back to the Agenda, Cliven Bundy is to be contacted regarding a training event being held on his property.

Red River, previously discussed, the owners having state support regarding their ownership of the questionable lands. Contact will be made by Ryan, through Cliven,  then I will be brought in for backgrounding the problem. Discussion regarding Oathkeepers and the apparent conflict in interest was discussed.

The Refugee issue is next in the discussion. The issue is still a general discussions as to how to implement a plan that can be used in any states to develop an intervention plan.

Next is LaVoy Finicum. LaVoy is still interested in OMD support. The question of Booda’s role I briefly discussed. The assumption is that he will be Personal Protection for LaVoy, which would not impede the OMD role.

Next is Phil Lyman (Recapture Canyon). Lyman is awaiting sentencing. Background was given to bring Jon up to speed. This was not an OMD (pre OMD formation) operation, and OMA (Jerry Bruckhart refused OMA support. Ryan did participate and OMD was looking at support for Lyman.  The OMD participation was whether Lyman was going to resist arrest.

Cleaves is net. Ryan is going to make initial contact.

Veterans on Patrol. Lewis has acquired larger tents, which would be available to us. Logistically, they have sufficient food supplies.

Islam is discussed. Does OMD have a role if a municipality doesn’t want a mosque but the federal government wants to force it on them does, OMD have a role? Hunt suggests that we begin discussions of where the OMD role would come into play. A discussion ensues on the subject of Islam. It is determined that this discussion should be continued, at a future date.

The Syrian Refugee subject is brought back up. The question is whether the real refugee problem is a trickle rather than the apparent flood of refugees. Montana is attempting to create a Committee of Safety that would direct the militia to conduct interrogations of refugees, as had been previously discussed. Jon suggests that we encourage local government to refuse accepting refugees. Ryan compares Missoula with California, with regard to accepting Syrian Refugees. This is balanced against Jon’s recommendation of encouraging the municipality to refuse accepting the refugees.

Close Order drill is discussed.

Status of OMD, in response to Jon’s question. It is explained why there by no legal recognition of OMD. Ryan explains that many who will follow OMD may never make public their association with OMD.

Discussion of use of names in public presentation of officers of OMD-AB, what effect? Initial consideration of Jon Ritzheimer in fifth seat of five seats. Voted in favor of use of names with titles, however when to publish names carried to next meeting. Dennis Dickinson (informant) will just be shown as “Dennis”.

Agreed that Degree of Involvement will be published on website, only 1 through 4.

All members will do background checks, including existing members. The failure of this system is that Dennis Dickinson (informant) was approved based upon background check.

Any fundraising will be held off until BTFA (Bear True Faith and Allegiance) is operational and in a capacity to raise and distribute funds to OMD. OMD will not raise funds under OMD.

Notice: Because of her extremely biased judicial discretion, Judge Anna Brown has ordered that I remove the information that I obtained from a ‘prohibited’ copy of the Discovery for the trial of the defendants in the Malheur Occupation trial. I have fully complied with that order and removed all of those portions prohibited, according to that order. All instances of removed text will be marked “[REDACTED]”, which is the same method the government used in depriving information that should have been available to the defendants, as well as you, the reading public, with factual information needed in order for you to make a fair and logical assessment. The FBI redactions were the government’s efforts to “protect” their army of paid informants, but they did a lousy job, as I was able to identify them with the unredacted text.

On October 11, 2015, the initial Operation Mutual Defense (OMD) Advisory Board (AB) held their first meeting. Each meeting had an agenda and the AB members agreed to record the telephonic meetings, for the record. The recordings were then place in a Dropbox folder, accessible only to the AB members. There was also a private mail-list group set up, again restricted only to AB members.

The AB was comprised of five members. The only member that was known only by one other member, Ryan Payne, was a retired military officer named Dennis Roy Dickenson. Dickenson had endeared himself to Ryan when he was going to fly up to Montana on April 10, 2014. The meeting never occurred, as Ryan had left for the Bundy Ranch on April 7.

Mr. Dickenson had provided his DD-214, as was required of all members of the AB who claimed prior military service. Of his 21 years of service he was in “intelligence” for over 19 years, and left the service, honorably, as a Marine Lt. Colonel.

Under the agreement of all of the SB members, I had set up the Dropbox account and the mail-list group. The Dropbox is rather simple where only designated people have access and large files can be transferred up and down in the background. The mail-list group access panel is limited to designated individuals.

Dickenson volunteered to be secretary to the AB, and was designated, just in case I was inaccessible, to have access to the webpage and the mail list group. He was given the access passwords.

We held weekly meetings and special meetings, when necessary. In every case, agendas and recordings were made available to all members of the AB. In the first recorded meeting, on October 11, 2015, Dickenson, when asked about minutes of meetings, stated that since we had the recordings, he saw that there was no need for written minutes. However, as we shall see, Dickenson did make minutes of the meetings, and promptly turned them over to FBI Special Agent Mark D. Seyler, as well as recordings, emails, and other information regarding Dickenson’s vocation as a spy.

In hindsight, reviewing the recordings from that first meeting, Dickenson, when someone mentioned “we”, or any indication that something someone was talking about implied other participants, he always asked who the other participants were. He also sought detail on every subject, in every meeting. Now, this could be attributed to a desire to fully participate, and it could be a desire to gain information.

The FBI uses form “FD-1023”, also known as “CHS Reporting Document”, for agents assigned to an informant to provide information, based upon their communication, face to face, via text or email, by phone, or even secret messages, to be placed into the record. “CHS”, of course, refers to “Confidential Human Source”. The following information is from those 1023 forms. They are marked, at the bottom left corner, “Dissemination Limited by Court Order”.  So, let me make this perfectly clear — I have no intention of “disseminating” the documents, nor am I bound by any “Court Order”.  I am writing about a Public Trial, which was held in September and October 2016.  Had I access to these documents during that trial, I would have written the same article that I am writing now.

A Public Trial, as intended by the Founders, was guaranteed so that we could judge both the alleged crimes of the accused and the role of the government.  This article, and subsequent articles on the subject of informants, is about the role of the government.

Given the background, above, we can clearly see that the government has no intention of spying on the people that created that government. This reeks of George Orwell’s “1984”, to the greatest degree possible. The government had no reason to believe that OMD or the AB had any intention of doing anything illegal. The purpose of OMD was to evaluate situations, and if the situation had merit, as determined by the AB, then a call out would be made to the followers of OMD. If any illegal activity was discussed, it was discussed only to the extent of whether something would be illegal, or not. However a call out would be consistent with the rights preserved by the First Amendment; Speech, Assembly, and Redress of Grievances. In some of the matters brought before the AB it was determined that there was no lawful standing to pursue a situation, ending discussion on that matter.

An understanding of just what Operation Mutual Defense (OMD) is, as the MSM has often referred to OMD in their articles, but have failed to explain its nature, is now in order. It is best compared with the Committees of Correspondence, first established in the 1760s, to communicate between colonial communities, and to request assistance, when warranted. As the events began unfolding in Harney County, a few months before, the Advisory Board consisted of five members, with positions available for another two seats. The Advisory Board structure was intended to ensure that, unlike many patriot appearing organizations, the leadership is not vested in one person. Instead, a matter before the Board would be discussed, with various ideas, suggestions, concerns, and other considerations, and then the majority would determine the viability of a proposed operation.

Any proposal for a call to action was first reviewed and a “brief” prepared, based upon available information and contact with the individual(s) who were under consideration for a call to action to afford them protection of Life, Liberty, or Property, if threatened, unjustly, by a government agency.

If the Board determined that a situation warranted a call to action, then word would be sent to supporters/volunteers. There are no members of OMD, except the Advisory Board and a second tier of volunteers who assist in the various “functional disciplines“.

Operation Mutual Defense evolved from its predecessor, Operation Mutual Aid, which set out the initial call up for the Bundy Ranch Affair, back in April 2014. That evolution resulted in the structure of the Board, as described above.

If an action is initiated by the Advisory Board, a callout would be made via the Operation Mutual Defense webpage, the Operation Mutual Defense Facebook page, and through the OMD Mail List where supporters/volunteers would receive notification of any call to, action, or other pertinent information regarding OMD activities.

Since there are no “members” of Operation Mutual Defense, there is no “command structure”, hence any participation is strictly voluntary. OMD is only the messenger, though the process described provides an understanding of the circumstances surrounding any event, and expectation as to what to expect when volunteers arrive, a point of contact, and an “Organizational Plan for Militia Response” that explains how command will be developed, sets up protocols for operations, and other information regarding details as to expected responsibilities of those participating.

Unlike any other organization, where an individual, or a small group, dictates control over participants, OMD provides a structure not unlike those used by Militia in both the Revolutionary War and the Civil War, a “shared command” (historically referred to as “Council of War”), assurance that bad decisions would be minimized, as all decisions are made by elected “officers”.

Operation Mutual Defense is now an Active Organization

In April 2014, an organization named Operation Mutual Aid (OMA) let out a call for patriots to come to the Bundy Ranch in Nevada, to protect the rancher’s family, livestock, and ranch, from threatened Bureau of Land Management’s (BLM) efforts seize the livestock in payment for a perceived obligation.

The structure of OMA was determined to be insufficient for effective response, planning, coordination, and organization of the effort required. This led to a division between the two principals of OMA leadership, and the formation of a new organization, Operation Mutual Defense (OMD), anticipating a more rapid and effective response. Additionally, support functions are incorporated in the structure and function of OMD.

The Advisory Board of Operation Mutual Defense, is announcing the commencement of its organization’s website and operation of services to Americans who are in need of assistance, in defense of life, liberty, or property, due to oppressive government overreach that threatens their God given rights.

OMD is a network of volunteers, patriotic citizens, activists and militia, dedicated to furthering a government, by the people, free from oppressive intrusion, overreach and aggression, through training and implementation of established defensive postures, at optimal tactical positions, in relation to the people or property in need.

An additional tier of the OMD organization includes, journalists, logistical and support personnel, and media relations personnel from other patriotic political and activism groups.

OMD observes all local laws, not in violation of the United States and state constitutions, and considers all laws in violation of the United States and state constitutions reasonable cause to coalesce resources to protect and defend citizenry requesting support.

The organization believes in a culture directed by the principles of the Declaration of Independence; to absolve such government of its power, or separate from it to be freed from its oppression. OMD is intended for the defense of the populace from enemies, foreign and domestic. The latter path shall be left to the determination of that populace, and we shall guarantee them the freedom to make that choice, and to assist them, in accordance with man’s God-given Liberty, the ideas espoused in the Declaration of Independence, the constitutions of the several States, the Constitution of United States, and the Bill of Rights, so help us God.
